City of New York Deputy Director of Capital Budget in New York, New York

Job Description

ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES

This vacancy is only open to 1) current permanent city employees serving in the Administrative Staff Analyst civil service title or 2) on leave from the title or 3) permanent city employees in or on leave from a comparable title (e.g., Administrative Procurement Analyst, Administrative Community Relations Specialist, Administrative Manager), or 4) employees who are reachable on the Administrative Staff Analyst list or a comparable civil service list.

The Capital Division at NYC Parks is responsible for managing the design, construction, and administration of capital projects to expand, improve, and revitalize these public spaces. The Capital Budget unit plays a critical role in this process, as it is responsible for administering NYC Parks’ $7+ billion ten-year capital budget and it serves as the Agency’s liaison to the NYC Mayor’s Office of Management and Budget (OMB), which authorizes spending for all City agencies.

Major Responsibilities

  • Under the direction of the Director of Capital Budget, with wide latitude for independent initiative and judgment, assist in the supervision and management of the Capital Budget unit.

  • Monitor Unifier, PASSPort, and other reporting systems to prioritize and assign work among staff. Ensure that Certificate to Proceed (CP) requests, work orders, change orders, and other budget-related requests are completed in an accurate and efficient manner. Review staff work to ensure that these requests are approved expeditiously.

  • Assist in the preparation of annual and multi-year capital plans and commitment reports.

  • Prepare, review, and/or approve technical budget documents, actuals, variances, tracking/summary reports, budget code requests, and funding transfer requests.

  • Serve as a liaison between the Capital Budget office and other divisions within the Agency, OMB, elected officials, and other agencies on capital budget-related issues. Communicate Parks’ priorities for CP and budget code reviews to OMB.

  • Provide expert advice and exceptional customer service to staff throughout the Agency on matters related to the capital budget.

  • Represent the Capital Budget office and Parks at intra- and inter-agency meetings.

  • Provide training and guidance to junior and senior Capital Budget coordinators. Identify potential opportunities for engagement, collaboration, and professional development.

  • Assist senior management with special projects as needed.

Qualifications

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
